What's really weird about the Max Headroom incident is that his voice and garbled nonsense language sounds exactly like what you'd hear during sleep paralysis. Really adds to the eeriness of it.

I'm thinking maybe the owner was trying something out, had a computer plugged in with this video paused on it, forgot about it while doing something else for a few days. Why was it static? Maybe it wasn't meant to be sent out to all the TVs in the motel, just a channel he thought only the TV in the hotel office could pick up, but the TV in OP's room was older or different to the rest of the TVs, so it was able to sort of pick it up, like when you're tuning a radio and you can sort of hear the station. Or maybe the feed wasn't amplified enough and the manager thought it would only show up on his test TV. Or something like that.
