They would have had to do it in a Goku vs Frieza typed battle on namek but there was no emotional stakes at all at this point, making it cool was all they could do which is what they did with the fusion.Not to mention Super Saiyan 3, the big form at the time was underutalized, people wanted to see what Goku could do
