Has very little to do with Captain America and nothing to do with The Avengers. Hell, it has almost nothing to do with the MCU really. Like I said earlier, it's 100% filler. There is nothing in the movie that will likely ever be referenced later on, unless by a direct sequel, which is unlikely.

Giving it to Sam makes just about as much sense as giving it to Hawkeye.

It's honestly just bad. Most Marvel movies are full of plot holes, since they make them without a finished script and reshoot half of it. But this one just doesn't make sense. The villain just walks around and explains his plan every five minutes. When he has them trapped in his lair he sends mind controlled mooks with none lethal weapons. Ford getting manipulated over the phone as if he couldn't just take of his headset. Stupid shit like that. The terrible fight sequence with the old man from Breaking Bad.
