His job in the story is to be evil, so that's what he will always do, it doesn't have to make sense or benefit him in any way, he only serves one purpose and that is to be evil and devious for it's own sake. Trying to make sense of his plan shows that you fundamentally do not understand the point of his character or the story as a whole. The entire point of this movie is to plant an idea in the subconscious of little girls to make them hate and fear and distrust all men and regard them as a nuisance at best and an existential threat at worst.
