That was a fake rule designed to throw L off the trail. Death Note doesn't do conditionals of any kind. If you write someone's name in the Death Note they WILL die, either the way you wrote it or from a heart attack if the former cannot plausibly happen.

Not only that, but he was killing people in prisons who were already caught and serving what society deemed an appropriate punishment. That´s just in theory. In practice politicians are just corporate mass manipulation and lobby tools that use privileged information to make bank. (speaking of which, bank CEOs also have to go) That said ideally one may want politicians that are actually civil servants to avoid anarchy, civil wars and the like but you´d have to train them first. As long as you are careful about choosing victims to not point to any particular place or demographic, there's zero forensic evidence to tie you to anything, and no circumstantial evidence either. L only was able to place Kira in Japan due to Light being extremely lazy with his targets. You can not only set the way of death but also the time, if you just kill people from various places in the world at very random intervals and giving them somewhat realistic deaths, there's no way anyone would possibly figure out what was happening, and most importantly, it would be extremely difficult to pinpoint a probable location of the killer. Your biggest challenge will probably be OpSec, don't leave an obvious digital trail searching for targets that could be potentially be tracked and narrowed by an Algorithm if higher ups starts suspecting something is fishy, specially if try Kira's tactic of making it clear the killing are being done by someone to send a message. I would use the Death Note to create my own secret organization of Assassins. I am going to build up their skills with the Death Note. I am going to chain together different deaths to make sure my Assassins will not only succeed in their missions, but also get away safely. This I will accomplish by specifying the deaths of my victims. My assassin will fulfill his mission perfectly. Each successful mission will make the deeds, he needs to perform, more and more plausible, because the Death Note will act as proof of his skill. A random person obviously doesn't have the skills of a trained Assassin, but if he keeps killing people and I write more and more complex stunts for him, I think eventually the Death Note will accept that he has these skills, because of past behavior.

Now for how to make sure he gets away each time. After his primary objective has been completed, he will get away, because I have already written another Death in the Death Note for which he needs to be anonymous and undetected for. If I chain up these Deaths, he will also basically be permanently under the "mind control" of the Death Note. I could have him train or whatever. If it doesn't work like that, I can also always use another type of victim in the Death Note, who would always be close enough to my Assassins, so that the control affects them to. Like day 1 he would just be observing what my Assassins are doing, day 2 they roughen up my victim, but don't kill them, while on the last day my Assassin obviously has to kill them, because otherwise I wouldn't have been able to specify their actions prior to the victim's death.

This also completely shields the existence of the Death Note from the public. No one would be able to figure out that my super assassins only succeed, because of magical causality, which is an unintentional side effect of the Death Note. And that's just one very hyper-specific trait of the Death Note. I can still use it normally.
