The entire movie has so many stupid plot holes and misrepresented things and just moon logic.

Villeneuve miraculously made a great film out of the absolutely generic cheesy script that is Sicario. If it wasn't for Villeneuve even the first Sicario would've ended up a generic laughable joke like Sicario 2.
It's astounding how much exposition Villeneuve pruned or just simply turned into visual storytelling in the actual movie.

The script starts with Alejandro having a generic monologue about revenge/justice, but Villeneuve chose to start with that raid instead cutting the entire cheesefest monologue part out, which in return made the actual introduction to Alejandro in the film ten times more powerful, mysterious and engaging. If the same script was given to any other whatever studio director Sicario would've been just a yet another beyond generic spic drug flick no one remembers.

Presumably, if he was a good enough prosecutor to piss off the cartels, then he was somewhat smart.
It’s hard to make stupid people smart, especially if the stupid individuals are genetically inclined towards intelligence.
It is much easier to take a smart person, who is in at least reasonable shape, and to put that person thru physical exercise and training to make that person a decent killer, especially if that person is motivated by something like revenge, and wants to be trained to get revenge, and if you have a proper group of military experts to train the smart individual.
Basically, spooks find a guy who wants revenge, train him, test him on dome minor minor kills, see if he holds up psychologically, and then give him some more training if he does, or probably dispose of him if he doesn’t.
Look at the stuff Tom Cruise has done with the backing and support of the military.
