There's another version of batman that didnt stop him for whatever reason because all choices are splitting moments so theres a version of him somewhere that will inevitably succeed. I don't think they ever tied this movie to another one but I could be wrong I haven't seen it in 15 years. The logic of movie makes his ultimate goal impossible to stop. Some version of him eventually succeeds because of making different decisions so at one point or another, that bomb is going to go off.

Batman moved the bomb but theres another universe where batman moved it somewhere else infinitely because he has infinite options. So somewhere owlman is still alive and in some position to make some kind of move, all batman did was delay the bomb. There's no stopping it ultimately. If every decision makes a new universe no matter how insignificant an action theres a universe with an owl man who consistently makes the "right" decisions to eventually succeed at activating the bomb even if it takes him 75 years. Flash reboots a universe on an internal level and makes a single split point, the multiversal shenanigans Owlman was fucking was basically infinite in the truest sense. It was just constantly going. The only way to stop him is to go back to his specific original universe and try to prevent him from existing before he ever made the decision to blow it all up. After that 1 decision he basically infinitely retracted into trillions of Owlmen that all made different decisions after that countless times. Owlman says any decision births a new universe so a version of him post decision waited to take a shit for 5 minutes for whatever reason and that split into another omnicidal Owlman that already decided to blow the universe up. He questions whether "coming up with your own meaning" is even possible due to his analysis of the values in the West, which are decadent and decading (a product of nihilism, which is a product of Christian and now Protestant history)
