Clearly the people that made it liked the comics and it embraces the costumes a bit more than Singer's movies did, its really just limited by its tv movie budget. I thought they did a pretty good job with Emma Frost but it was odd that Jubilee wasn't Asian even tho I thought that was pretty established, unless the actress was hapa or something

I believe it was supposed to be a back door pilot, which, if it got picked up, would have been part of "X-night" with Mulder and Scully. That would have been a pretty cool line up.
Don't forget about the Nick Fury movie with David Hasslehoff they did at the same time

I remember watching this as a family cause we all loved the x-men cartoon. What a weird no budget movie. I was so young I don't think I identified it as bad, just that they didn't use the characters we liked.
