I really feel like when someone doesn't have some idea / gestalt understanding anchoring an IP in their brain, that they keep mutating it and forcing it more and more into a caricature of itself, until some point where its just a comical, ridiculous, clown-like shadow of what it once was

So you CANNOT use a team to creatively develop an IP. You CANNOT use polls and surveys to creatively develop an IP. The ONLY way is a single, probably slightly insane, person to develop it, and they will develop in their own way, and a subset of people specific to that person will love the IP for it
