In my opinion, Carney is playing all sides. He wants to be able to say to the next administration, we could have REALLY fucked you and sparked a bond selloff, but we didn't. My guess, he's probably been given assurances behind the scenes that once the Trump era is over (in a couple months) that the US will make things right with Canada.
