No In the 90s a British company got the rights to a random batch of episodes and did a near 1:1 dub of the show that flopped after a single season and never aired outside the UK. The 00s Funimation dub was also random episodes but the studio did a better job at curation so they got everyone's first appearances and key episodes plus a series guidebook explaining the characters and what happens to them, so Funimation would be able to both create a gag dub and avoid a situation where they blindly dub shit only for the next round of episodes they buy to have story beats that invalidate the dub stories.(This BTW was why the last round of episodes suddenly had Penny's drunk and abusive dad stop drinking and going sober. Had the show gotten another season, the next round of episodes would feature the episodes that formally introduce Penny's dad on screen and Penny's dad had the duel gimmick of being a self absorbed artist who forever ignored his wife and daughter to paint stuff and who was so chill and oblivious ala Jeff Fischer from American Dad, that Shin Chan made it his mission to trigger him just because he was pissed off that Penny's dad ignored him and his antics
