Westeros is a deeply layered feudal society. It doesn't matter if the king or his top lords wanted to set up a democracy, they would be deserted by their bannermen if they tried, and by every law and custom of westeros, these would be in the right. As I said before, you might imagine them abolishing the iron throne. Make it elective maybe (by the rulers of the 7 kingdoms, not the people). There are medieval precedents for that. Setting up an actual nonfeudal state is simply beyond their power.

I think that the folks at HBO wanted to shoehorn a narrative about how wonderful "democracy" is, so they decided to end the whole series with the beginning of parliamentary democracy faggotry.
