Dick Wolf took over at the start of S3 and the original writers and showrunners started gradually departing during S3. It's why you still have some good episodes at random among all the shit ones (a lot are out of their original filming/writing order too, like how Crocketts destroyed Daytona reappears a few episodes after its destruction).

Nah there’s some good stuff but there are ABSOLUTE STINKERS in seasons 4 and 5 that you just skip completely. Season 4 three-part finale was fun. Definitely watch season 3 and only keep going out of morbid curiosity.

That's called a "burn off" which is when a show ends before all the episodes could air and they had some left in the tank. Max Headroom also went out that way, with the final "burn off" episodes airing only in Australia for some reason.
