It's really not that interesting, like it was a huge happening but what's the crux of the movie? What can you make it about that wasn't covered by contemporary newsreels? It happened in the internet age, any documentary film would just be reciting the extensively archived facts and timeline.If you fictionalize it, all you have is a movie about how stupid, corrupt and callous the government was, you can make Bush or Rumsfeld or FEMA the bad guys or the Lousiana government, but there's no inspiring story to tell about the people of New Orleans. Those who stayed behind died, the city shelters were inadequate and nearly Confederate prison-tier conditions, and most of the survivors devolved into riots and looting for a few weeks. It's just a failure all around, from the ambivalence over the levys and the evacuation orders to the the slow disaster response to the people giving into base animal tendencies. The inspiring story is the recovery, but that's boring.
