Trump made the effort to go on. Right after that show Rogan made it explicitly clear he would have Kamala on if she wanted to be, but then later on it was revealed she refused to go on his show and wanted him to fly to her instead. So yeah he was open to having her on, he wanted her to too because it was clear he was clearly cognizant of not appearing to showing favouritism.
