It had an awful timeslot so most people just missed it's original airing. And you also need to consider that in Japan there is a ton of animated shows every season so competition is way more stiff over there. 1998 was a huge year for anime releases, Bebop was just one in the mix. I still did well enough to get a movie even without the US release taken in to account.
