You see, on that role he had too much screen time because he was used for both, exposition about star fleet/ voyager and exposition about the delta quadrant. He had no particularly necessary skills and was insufferably obsessive and jealous over his wife, which admittedly was understandable because she was gorgeous. Once Kes leaves and Seven and Naomi Wildman are introduced his narrative role changes. Seven becomes the newest member of the ship but she is far more enjoyable to watch all around. She is as stunning as Kes but far more complex and interesting as she has that whole Borg becoming more human conflict going on that also generates a great dynamic with Katherine. In fact, in a way Seven also pretty much takes Tom place as the rebel on the ship. It would be no exaggeration to say the show becomes mostly about her. Even her relation with Naomi is more interesting than the one Naomi has with Neelix albeit that one is still necessary and good for Neelix character as it often allows him to share life knowledge and speak about his past. Pair that with his interactions with Tuvok and he becomes actually likeable.
