I like to think Vader was never one man but a continuation of different force sensitives that Sheev kept trying to mix with cybernetics to create the most perfect student, powerful with the force but would never betray thus solving the Rule of 2. Clones were created through some relic technology from a much older dead civ by antihuman aliens from the rim. Jedi weren't prepared for the war or Sheev creating the Empire and sending kill squads after every Jedi

It was just a piece of dialogue to further the world building and simultaneously add to Obi-Wans backstory and the idea of Lukes father. I personally didn't think anything of it when first hearing it as a child. It was just glossed over and never had any elaboration in ANH or the two films afterwards so it was mostly unimportant to the current situation in the movies so, meh.
