Block apartments are going to make more money than any kind of service or single use building like a restaurant or a library. LVT makes more sense for industrial settings, but not much more because commercial needs determine what site is needed mostly, not how much money a piece of land is theoretically worth.

Having a commie-block or a top-tier condo would not affect the taxable amount either which way. If anything it encourages landlords to improve their buildings instead of just seeking effortless rent as the tax would force them to compete with each other. Land-owners would have no reason to do anything other than improve their properties anyway they can as it is explicitly excluded from the taxable value. To paraphrase Henry George, the landlords can have the husk of their old power as the kernel would already be consumed by the LVT.

If you build a hundred apartment complex and the guy next door builds a small business renting power equipment, they both pay the same tax, but the guy with the apartments is generating way more money. So why wouldn't everyone just build slums? And if the value goes up because of density living, why would you even risk building anything other than what generates the most income? The landlords still get a husk but nobody else gets anything at all. This is all ignoring Soccermom City councils amd nimbies

Also the whole risk and reward aspect of entrepreneurship. Some developers may have a reduced appetite for risk and will be willing to accept lower profits. The economic forces largely stay the same.

Even if one them tried to they could only do it by lowering the rent, which isn't likely to have much affect given consistent demand, or improving their properties, which would raise the taxes and render the improvements meaningless. Under a LVT however, this passive rent-seeking behaviour is no longer viable as everyone who can improve their buildings will, and those who can't will have to compete on price. Renting would have as much risk as any other business, and would only attract as many investors as any other. That's not to mention that a city of nothing but residential areas would have next to no land-value and that the council or whatever would base all the zoning laws and the like to produce as much land-value as possible to maximize tax revenue.
