Lots of ambiguities in this movie. Why does CIA care that much to take out some Irish rebel? Why did the French guy know the Russian spies? Really the least important question is what's in the suitcase.

That's the essence of the movie. Cold War is over and all the samurai are now ronin using their skills for anyone who will pay. So they are all mixing with one another, just like on this current job.
