Becaues Roger Rabbit was hand-drawn animation and had a budget that was 2.5x as large as Coyote v Acme adjusted for inflation. CvE's animation looks so bad because it's phoned-in cel-shaded 3d models.

The amount of manually drawn layering was insane. Full frame animation with shadows and light points.
Actual animatronic placeholders and other interactive "dummies" that the humans (mostly Valiant) could interact with.
