While we all agree the show lost its identity in Season 3 and has been floundering since, I believe that the show has been improving for the past couple of seasons. The characters have developed around the show’s shifted priorities in S3, and then afterwards season by season as the show reconciles with the lower enthusiasm for the new direction and tries to find its identity again (not quite S1-2, but a third thing). I’d put the show into three distinct eras, not two. It’s also not as static as you claim, though it is slower than it was early on.
