They didn’t have the infrastructure to evacuate. Aliens didn’t really like Kryptonians for the most part. The only aliens willing to help out were the Green Lantern Corp. and the GL of the sector showed up too late. This latter concern does bring up a question for me, which is wouldn’t a GL see the floating city if they investigate the wreckage?
