It's possible that the party could still happen AND Richter could be there in some form. 1) The party might be arranged by subordinates who are unaware of the major events taking place, and even if they hear explosions and see volcanic activity outside the windows, they might continue with party preparations in fear of their boss. 2) It's possible that Richter's corpse, while being carried to another location, could pass through the party location. If Quaid is coincidentally there at the same time, he would in fact see Richter at the party. So really nothing is certain. The movie is about "what is real" so I don't see a problem with the line.
It's a popcorn flick, you don't have to pay attention cause the writers sure didn't.
