It's a role that's hard to imagine being desirable for a good person. Even for less than good people it seems like more of a path you get funneled into just because you couldn't advance your political career to some more desirable office. But in America prisons are treated as places for dispensing punishment rather than rehabilitation so of course the position attracts wrathful people who want to punish those that they see as being beneath them.
