He is "waving his stick around" to direct the musicians in a way specific to how he wants the music to be performed. If the conductor drops his stick or fucks up, the first violin takes that role until the conductor can correct their mistake. It's why first violin is so aggressively fought over

They don't play the song and typically they didn't even compose it. They just stand in front of the real musicians waving their stick in a cringe way.

They're not even going to a show to hear that specific piece of music, they're going to experience how that conductor is going to perform it. You have to think of it like stage acting, to a degree. The actors can read the lines, they're the ones doing the work, right? But the director shaped that performance and any number of factors the day of will effect it. That night's performance is one of a kind, nobody else will ever do it the same way again.

The only thing that's improvised in a classical orchestral music is the recovery after (some) mistakes no one's looking at him wondering how they should play it has all been discussed and practiced.

He could’ve just watched Mozart in the jungle. The main character gives a pretty concise explanation of what conducting is and why it’s important. It’s basically being a frontman for a band. You have to know the players and their quirks, what motivates them, and how to get their best performance out of them. When sections should play harder or softer to elevate the sheet music. It’s essentially the opposite of what fletcher does in whiplash, which is why that movie isn’t actually about music.
