This was a thing in movies and shows back in the day, and it was in Breaking Bad long before BCS. It makes perfect sense though from a filmmaking perspective, it's an easy visceral way to show a phone being "destroyed" symbolizing that the person is ditching it to avoid being tracked. It doesn't matter if it doesn't make sense irl, it's symbolic.

A random broken phone isnt going to be looked into though and its not attached to you, unless you made a series of bad choices ie paying with debit/credit at a store they can trace it back to. Also its no longer tracking you.
