A prescription is a mechanism that is meant to help prevent abuse of the medication. If you get a prescription for something, you can't just buy it whenever you want. The daily dosage is specified so how frequently you should be buying it is obvious. Also, for prescription drugs like benzos (which I believe he was abusing) that can cause impairment, there are steps that are taken to ensure that the person is actually capable of performing their work properly. The effects of benzos in particular run kinda counter to what you want to be like when working in a high-stakes/high-pressure detail oriented environment like emergency medicine.
