It's boring because the actors are totally checked-out. They have people like Michael Sheen and Charles Dance, but they're all phoning it in, totally uninterested in the material. And who can blame them? The series is a lazy recycle of other works without one drop of its own inspiration or passion. It assumes an audience of undiscerning teenagers and never tries to aim higher. Even in regard to its intended audience, it is insulting. It thinks those teenagers have no standards and will watch any old shit that ticks the "cool stuff" boxes.
