Back in 1995, this movie came out. Back then, special effect programmers or whatever they are called, they used a heavy style to Casper's overall looks. Not only does he look like a cartoon from a design stand point, he is not entirely rendered and deliberately did that. It's a loss art to CGI. Every movie, they are just using CGI and have no unique style.
