Don't know why you'd assume that, presumably the machines would have whatever robot-producing infrastructure was already built when they took over (that also survived the nukes), which would also be reliant on materials that again access to is also a question, I doubt military bots can easily be repurposed away from combat (if at all), so attrition and rigid machine inability to adapt would definitely be an angle I'd imagine humans taking advantage of

One example could be that it was created by a time loop, and is thus doing exactly what it has to to maintain the loop and to try to stablize it without doing any further harm to people than it has to.
