Because for it to work, Harry and Draco would've had to have positive reactions in the past, even if they're overall relation was negative and antagonistic throughout the story. But there is none. Because like I said earlier, there is a 0% chance he's hanging out with her in his 4th, 5th, or 6th years.

Maybe you could keep Voldemort blackmailing her into killing Dumbledore in year 6, but aside from that, Female Draco should basically be nothing like her canon self from year 2 onwards if you want this romance to be believable. We know that the canon Malfoy is fundamentally not an evil person but just an asshole, he can be fixed, he IS partially fixed by the end. It's possible for that redemption to start earlier for Malfoid, as a consequence of her feelings for Harry, and take effect before she does something that irreversibly makes Harry hate her. Of course that assumes that Malfoid does fall in love with Harry. That is the one assumption/change you absolutely have to include. If you change the gender of the character but force the entire story to be the same, well yeah it's going to end in a very similar way.
