Granted the exceptions have always been just that, exceptions but since the death of rentals (or OVAs in anime case) the exceptions have become fewer and farther apart.

Every single episode they re utilize shots from the episode before or even the same episode to fill run time and stall for time. Some times they go as far as using 3 different angles of 30 second scene back to back. The actual episodes without that kind of shit would last like 14 minutes.
