I just saw it and I really liked it. Some of the humor didn't hit and there was too much femdom faggotry, but Cody Rhodes was excellent and it hit me with a good amount of 90's nostalgiaslop. I'd recommend seeing it at least once, and I hope there's a sequel.
I'd say it's a 5 out of 10. I've had worse experiences in the theater but it deserves zero awards. It's more like a proof of concept. I hope it gets a sequel just so they can turn some knobs and tweak some things. Have fewer characters, have more fights, get the castings and characterizations correct. Know which people to feature, which ones to minimize, and which ones to skip altogether. Cammy, even as killer bee, was wrong. Zangief seemed okay but barely in. Blanka was okay, if a bit too big. Chun lacked elegance and gracefulness. Ryu and Ken were good. Guile as comedic relief was fun. Dhalsim and Dan I wanted more of. Vega should've never been included, he added nothing and didn't stand out besides being the guy with the claw and mask. His appearance in the animated movie was amazing, they failed to replicate that.

I also really liked that several times, the characters used their lines from their original victory screens in the game. that was good fan service.
