There are a lot of good family Halloween movies, but the "scary" stipulation throws a wrench into those suggestions because scary movies don't make for good family movies and vice versa.

Even something like Trick 'R Treat which is a good Halloween movie has too much eroticism (second segment) in it to be a good family movie. And Scooby Doo (2002) has some adult jokes.

REC (2007) is a good scary movie but not really a family movie either.
