Storms produce ice and hail at high altitude but you're never going to see it because it melts before hitting the ground due to the tropical climate in florida. You know what florida gets a lot of on a daily basis? Storms and showers. I'm pretty sure having to maintain holding pattern or do a go around due to inclement weather is common in floridian airspace. Someone on that flight clearly fucked up and though flying through ice and hail in a small aircraft was a bright idea.
