That kind of slavery is a two-way street and if he finds himself 'winning' a slave like that he's kind of forced to subsequently take care of them even if the labor they can provide isn't really worth it. The alternative of simply setting them free and telling them to fuck off is generally inadvisable because you'll end up with a population of 'free' vagrants without food or shelter fucking things up.Obviously from Watto's perspective Shmee was only worthwhile because of Anakin, who was clearly a very valuable servant for his business.Once Anakin was gone he didn't see much need to keep Shmee around and palmed her off to whoever would take her.
