I think it should only count as masturbation/selfcest if the two women look exactly alike, or have at most different hairstyles.
Power Girl and Supergirl look nothing alike aside from being blonde white women. They don't even look the same age most of the time, depending on the artist PG looks like she could be SG's mother.
Even the Sasha Calle/Milly Alcock pairing doesn't count as selfcest to me because despite technically being the same person in different universes they look nothing like each other, there's no aspect of being in love with your own image, it's just being in love with some random woman who happens to have the same name as you.

it's a weird one. It's technically altcest, but from a meta perspective the dark haired one was clearly meant to be a female clark kent at some point(hair, story relevance, outfit, theme), but they changed their minds during production(probably due to fear of backlash) and made her into kara
thus like powergirl, she is technically an alt version of supergirl, but so far removed from her version it might as well be a different person
