They guy who wrote Spec Ops the Line literally wrote a book saying the exact opposite and that players using white phosphorus and Walker being guilted about it was explicitly intended as a message to the player for doing bad things and "just following orders" despite it being a completely linear segment with no alternative besides turning the game off and walking away.

Also the game literally demonstrates several ways that androids can be revived from the dead so there's just no logic behind robodeath throughout the game

There is nothing wrong with Spec Ops narrative since it's not you, it's Walker doing all the heinous shit in the same way you don't really have much of a choice in the narrative of your typical military shooter because the characters aren't you.

You're meant to feel uncomfortable the further you progress through the game.

This comic is very reductive but it's not wrong. You very rarely have any agency in the action, as you literally have to do what the game wants or stop playing.

The only example that does this kind of well is spec ops the line. It lacks agency as well but that works in the broader scope of what it's trying to say.

You were enticed in with promises of another badass wargame where you'd be awesome soldier man, killing the bad guys and saving your nation. Just like how soldiers for the GWoT were told they'd be badass heroes keeping enemies away from America.
In both cases you're suckered in with promises of action and glory just to end up murdering children in a sand hell.

Every other attempt falls on its face because they don't have the same CLEAR MESSAGE going for them. What someone smart would do is present the situation but give player agency where Solution A is easier(or better rewarding) and will technically solve the issue while Solution B is more difficult but actually morally right.

Devs CONSISTENTLY pussy out of this by making there be no real difference in the choice beyond a dialogue box, or by making the harder "good guy" option objectively more rewarding by giving you some unique shit or by unlocking a true ending or whatever. To do this trope well the player needs to actively feel like they've lost out on something or had to struggle to achieve that more morally just solution.
