This just means modern lumber is harvested from more efficiently grown trees that grow bigger, faster. You can see each year's growth is more significant than the old wood. If anything this means a drastic increase in lumber output because you can harvest much faster. It's like comparing shitty pre-columbian maize to a modern ear of corn.

Sure, but it's generally milled poorly and is softer/more fragile. New, farmed wood isn't inherently worse but high quality lumber is harder to find and more expensive. You can go to your local orange blue or green and get pine with the same structural integrity as a bendy straw for a couple bucks. Then look up at all the new "luxury" apartments going up in your city and realize that's what they're made out of.

My house was built in the 50s. The code was lax but the materials were all rock solid. Now the code sets a much higher bar but all your new construction is slapped together with a bunch of bullshit (and btw these builders are not strictly following the code anyway)

No. Customer choice matters above all else. And what you refer to as "neoliberal" is really just an understanding of basic human nature. In this case, that people buy more of what is cheaper and less of what is pricier. This isn't some grand conspiracy or symptom of malicious greed; it's just how humans act.
Consumer consistently choose cheaper, crappier garbage made overseas rather than pay the premium for better and/or domestic goods. There isn't some secret cabal of malicious execs scheming to keep MADE IN AMURICUH goods off the shelves; there simply isn't nearly enough of a market for them.
Another quick lesson in human behavior: people want premium labor, but cheap goods and services. They're not completely mutually exclusive, but they're near enough to be so.
"Neoliberals" want the market -- i.e. consumers -- to make their own choices.

It is still new growth (pine) vs old growth.
Old growth tends to be more durable specifically because of all the tight compounding layers, if the pine in question was given greater time to mature before harvest the growth rings at the center could be somewhat denser, giving higher quality lumber.
