They tried to pull the plug already but people found out that if a PS3's CMOS battery dies after online support is pulled then you can't play non-pirated digital games anymore and there was enough outrage about it that they backed out of shutting down PSN for the PS3 and I guess said fuck it and decided to keep the Vita's alive too

the store right now is a mess and is barely usable and there's not much left aside from ps1-ps2 classics that got pricey as of late and might be eventually ported over to the ps4/ps5 ps store (and you get them free of charge, depending on the publisher)
I would say it still has a couple of years left, eventually they will have to figure something out for ps3 emulation so they can toss old ps3 serverblades (that are used for ps3 games streaming on ps plus) and replace them with new ps5/ps6 serverblades.
Some also say it's tied to trophies and all with the PSN on ps3 so they won't pull the plug just yet until they figure something out.

it varies by EU/NA region but generally you will find most of them unless they have been delisted.

That's not the problem, the problem is that you have to sync up with Sony's servers after replacing the battery otherwise your digital titles won't play. It's 100% a software limitation that sony doesn't care to get rid of.
