Developers try to maximise profit by segregating markets by price, but steam doesn't region lock every key by country so you can often get a better deal by purchasing one from somewhere foreign

Keys are being sold by publishers to vendors directly in bulk and Steam doesnt take 30% fee this way. Yes key activations dont give Valve a single cent. This is good system for everyone as publishers can sell keys cheaper and make profit same with vendors and then sellers and Valve avoids monopoly lawsuits.

Basically it all works within Steam's usual 30% cut, Valve allows publishers to simply generate legit Steam keys for free and sell them somewhere else, as long as the publisher does this within reason. This isn't particularly common nowadays anymore, but years ago it wasn't particularly weird to buy a key from a keysite and to receive a literal photo of a code from a retail game box. Retail game boxes for PC games aren't really a thing anymore, but they used to buy "physical" PC games that were just a code in a box and then they resold the code online. In this case I'm guessing they were buying physical from countries where it was cheaper, or maybe they were buying discounted stock that hadn't sold in regular shops.The shady ones, usually those which aren't just a shop but work like ebay or other sites where you buy from other users, may just be selling keys that were bought with stolen credit cards and shit. I suggest not buying from any of these "user to user" sites as you're putting yourself at risk, if the key was acquired via shady means (like credit card fraud) Valve WILL deactivate it and remove the game from your account. If you buy from keysites at all, buy from the legit ones that are just plain shops, not from those user to user "marketplace" things.
