Well, kinda sorta maybe the claim does gesture towards something real? After all, it is characteristic of RTS games that even at the highest professional level most matches are decided by (in no particular order) mechanics, chance, tactics, what you might call "microstrategy" (decisions that are ultimately determined by big picture stuff like likelihood of facing a certain rush, but don't play towards the big picture game plan=strategy you're actually pursuing in that particular game, like building placement) or what you might call "metastrategy" (strategy for picking strategies=build orders, ie. decisive advantage was gained in picking the build order before the game even started).And that sort of finicky detail often (not necessarily, but in actuality it does in aggregate, even if some specific finicky details were """good""") makes more of your decisions be on the nature of "getting this minute thing just right" (mechanics, tactics or "microstrategy"). And indeed, if you look at games like Dota 2 at high-level play, almost every game is predominantly decided by strategy (and insofar as tactics are decisive in team fights, engaging in team fights tends to be a strategic choice based on big-picture=strategic ideas like hero and item timings)! After all, they do away with the finicky detail while keeping the fundamental concepts like build order≃draft, timings, map control, relative advantages, etc.If you want to argue the strategic merits of TA over StarCraft, you'd probably be better off with an opposite example - focusing on aspects where it is SC has lots of detail!Also, air burst.
