Just buy a bunch of studios, give them a blank check and let them produce great games. Progress was slow and with the pandemic everything became much more difficult. But when 2021/2022 rolled around and they still had nothing he freaked out, with his own neck on the line, started cutting fat. But it was too late and he put all his eggs into the gamepass basket which seems to be doing well.
