if you ask me underworld queen was formed by hanson. they're basically just super deep undercover and keep the real criminal elements under observation and in check.
shade was already operating under dadstang, but if he was smart (which he seems to have been) he'd never be in direct contact with them which would explain why velvet doesn't get too suspicious about the switch
