No studio wants to attempt that and at best you have Obsidian with janky AA-scale stuff like Avowed that's just shitty nostalgia bait with trailers using "WE MADE NEW VEGAS (they didn't)" slogans.Looking at Starfield it feels like not even Bethesda themselves are capable anymore of making another TES game, and they have an engine specifically for it they have been refusing to let go for decades now.I don't think even Rockstar, if they tried with their insane budgets, could make a proper RPG with actual freedom.
