What good is manufacturing cheap goods if you're locked out of 1/3rd of the world's purchasing power and you'll have to take worse margins on every item sold when the market is flooded everyone else that won't deal with America? The countries that do deal with America would get access to that market and have much less competition meaning that they could charge more and sell more product.

You've seen how the entire world was bending backwards to get into the Chinese market, well the American market is bigger and more lucrative so that's why threatening to cut people off works so well. The EU pretends they'll run to China because they can use that to attempt to work out better trade deals with the US but the threat of being pushed out of the US market is too great.
