Yes, you do select your attacks in UO. You also move your units. You simply do this in "batches," which the game then executes, making adjustments to your plans as the map conditions change. The difference between FE and UO is that in an FE player phase, units can only do what the player directly tells them. In UO, battle are fought without direct input from the player and require indirect input by programming commands. I've never played an auto-battler so I don't know if that qualifies, but it's definitely not like FE. The battle win UO need to be resolved with the player ordering every action like a normal RPG, or else they would take too long.
