Frank Fontaine was already smuggling in products from the outside such as Bibles. By Andrew Ryan's own logic, Bibles should be allowed because it's a niche people are willing to pay for but he refused to allow in anything that doesn't glorify him. Ryan doesn't even hold to his own libertarian ideals. He has a monopoly on power and oxygen production that he would destroy the city over instead of relinquish to another party. Anything that portrays another power having ultimate authority over man is banned because he is a jealous god. The wealth never trickles back down once you have everyone bargaining their own wages down to gain an edge over their peers. The mass of destitute could only increase.
