Its very rare in the original games for the scares not to be ruined in some way.Meanwhile in RE4 nearly every scare is done properly. There is a buildup by implying a threat either a cutscene or a visual or sounds indicating you are about to be attacked without actually being immediately attacked. This delay is crucial as that is the heart of tension in horror. Then when the scare comes it comes in gameplay while they player is control, so that moment of panic isn't lost like it would be in a cutscene.Its not a coincidence that the RE2 and 3 Remake had their scares altered to be more similar to the scares in RE4. More build up, more tension, greater payoff with a scare.

RE4 had more tense/horror moments than its predecessors.
RE4 HAD atmosphere. It had amazing graphics and excellent sound design. The characters crack jokes during conversations and disingenuous people will say it's just a goofy game. Meanwhile, the remake characters cannot stop quipping like they're in a Marvel movie and refuse to take anything seriously.
